Message from the Chief
Chief Victor Kemp is a veteran police officer with close to 4 decades of law enforcement experience, over half of those serving the citizens of Wilmer. He holds a Master's Peace Officers License and has experience both at the county level as an Ellis County Deputy Sheriff and the municipal level serving previously as a peace officer with the Cities of Ferris and Ennis, Texas.
In addition to his law enforcement experience, Chief Kemp has formal education in Theology and Christian Education and has a passion for helping and mentoring people which is exemplified through almost 4 decades of past and present ministry and Pastoral Leadership as an Ordained Minister.
"Since being appointed as the Chief of Police, we remain under construction as an organization. Ever learning and seeking to understand. Policies and procedures are evaluated and re-written. Instructors are being developed. Leaders are always being developed. Training programs are being instituted. Operational programs are being assessed, evaluated, and revised. Neighborhood Watch Programs and a Citizen's Police Academy are in the works. Plans are in motion, organizational changes are in progress, and the hope of our full potential can be seen in the visible horizon.
Our goal as a law enforcement organization is to serve the citizens of Wilmer with integrity, honesty and honor. As an organization we pledge to give our best effort to provide a safe environment for our citizens, business owners and visitors in which to enjoy their daily lives.
